Everyone, except fallen empires has inferior fleet power. I could wait to have cruisers or battleships but I'm curious how low a fleet power can take on the Shard and still have at least one if not a handful of survivors. so by the time the Shard spawn the station is full up and running! Actually I've beaten him with a 12k fleet before. Just spec the ships to his weaknesses. Bring only shields and energy weapons.
